I thought I required a character certificate to apply for police clearance certificate at that time, I went to the Ward Councilor Office, I currently reside in Bashundhara, but for temporary relocation, the ward councilor office was moved to Dhaka North City Corporation, Zone-3 (Mohakhali). I went there, firstly they were adamant about not giving me the character certificate because my land lord did not pay the the yearly fees to rajuk. And they told me, they were told not to assist any tenants coming from Bashundhara as they cannot hold Bashundhara R/A owners accountable for this fee. So I requested if there was any other way. Then, they asked for a bribe of BDT 5,000. I refused and left.
There's unofficial people roaming inside of the DNCC office in Mohakhali who would say it is not possible at first only to make you bribe them.
