A policeman was harassing by saying that my house (from permanent address) was not in the village I mentioned in the passport application details. He did this to harass and make us pay some to get out of this situation. I needed the passport as soon as possible so my family paid that money. In some cases govt. officers don't ask for money directly. They show different reason/ excuses to hold the work. People pay or offer just to avoid the delay.
