So basically its not how the other services here mentioned like you pay a fixed amount to get a specific thing done. What i am talking about is the problems government contractors face when they are undertaking tenders from PWD, PDB etc and to pass a tender the contractors has to atleast sign documents from minimum 3-4 engineers ranging from executive to all the way down to a site engineer and each engineer takes a bribe of a minimum 5%-1% of the estimated tender amount. The executive or the additional chief engineer takes the biggest cut and without these bribes they wont approve any tender which is a big burden for contractors because it extremely lowers their profit margin.
