It was when police verification was mandatory, we had to visit designated village for verification process where the police in charge began discussing how some of our data is missing and it may cause serious delay/cancelation in passport making process (Note that all our papers were in order, we checked as per instructions). Then told us how he would have to pay some people to ensure our passports are properly handled, and quoted an amount to pay while acting it was not for him but for the 'people'. Since we had no strong guardian with us to debate and we were in his territory, we had to pay up for his final approval. It truly left a bitter taste for us all.
